RESUMO

 O presente artigo tem como tema “A Reforma das Instituições Políticas em Moçambique”. O foco da análise centra-se na estrutura e no funcionamento das Instituições Políticas em Moçambique, partindo da compreensão da necessidade de separação das funções de Chefe de Estado, de Governo e da Administração Pública ou Instituições Públicas, com vista a propor algumas reformas institucionais. Buscou-se aqui retratar como, em Moçambique, algumas Instituições Políticas, infringem em alguns aspectos normativos, sobretudo os que visam à democracia, independência e autonomia das instituições ou dos órgãos de soberania nacional etc., violando constantemente os Direitos Fundamentais, consagrados explicitamente na Constituição da República. Para isso, o primeiro capítulo deste estudo, traz a análise das Instituições Políticas em Moçambique, com um breve histórico e uma abordagem dos atuais fatos políticos. A seguir, discorre-se sobre reforma das Instituições Políticas. Por fim, faz-se uma abordagem sobre as Instituições Políticas e a participação no poder da sociedade em Moçambique. Em termos metodológicos optou-se pelo método hipotético-dedutivo, coadjuvado pela Referência Bibliográfica, numa perspectiva comparada com os outros países que adotam um sistema de Governo diferente do de Moçambique.

ABSTRACT

This article discusses the “Reform of Political Institutions in Mozambique”. It is focused in analysis of the structure and functioning of political in Mozambique, based on the understanding of the separation of the functions of Head of State, Government and Public Administration, or public institutions, to propose some institutional reforms. Here we sought to portray how in Mozambique, some political or public institutions infringe on normative aspects of democratic content, constantly hurting fundamental rights explicitly mentioned in the Constitution. For this, in the first chapter of this study, we have brought the analysis of political institutions in Mozambique, with a brief history and approach of current political events. Then it talks about reform of political institutions. Finally, if approached on public institutions and the participation of society in power in Mozambique. In methodological terms the hypothetical - deductive method was opted, assisted by bibliographic reference, a comparative perspective with other countries adopting different system of government of Mozambique.
